Climategate

"Carbon (Dioxide) trading is now the fastest growing commodities market on earth.....And here’s the great thing about it. Unlike traditional commodities markets, which will eventually involve delivery to someone in physical form, the carbon (dioxide) market is based on lack of delivery of an invisible substance to no-one. Since the market revolves around creating carbon (dioxide) credits, or finding carbon (dioxide) reduction projects whose benefits can then be sold to those with a surplus of emissions, it is entirely intangible." (Telegraph)

This blog has been tracking the 'Global Warming Scam' for over ten years now. There are a very large number of articles being published in blogs and more in the MSM who are waking up to the fact the public refuse to be conned any more and are objecting to the 'green madness' of governments and the artificially high price of energy. This blog will now be concentrating on the major stories as we move to the pragmatic view of 'not if, but when' and how the situation is managed back to reality. To quote Professor Lindzen, "a lot of people are going to look pretty silly"

Climate Craziness of the Week – MSM jumps on alarming headline

WUWT
"From a University of Leeds press release, comes this scary headline that seems to be picked up by the MSM. A Google search yields 16,400 hits on the title below.

Melting icebergs causing sea level rise

OK here’s the reality punch line:

Assuming their theory of 49 micrometers per year rise (this conversion equals 0.0019 inch or 0.00016 feet ) due to the differences is salty and fresh water holds true, then we can assess the threat level.

At this rate, to see an inch of sea level rise from melting icebergs we’d need:

1 inch/0.0019 inch/yr = 526 years

Yeah, I’m worried about that.

Inventor of Mann-made global warming feels the heat

Telegraph
"This blog’s hero of the week is Ken Cuccinelli. He’s the new Attorney General of Virginia and he’s about to launch quite possibly the most delicious and worthwhile law suit in the entire history of litigation: one that could result in Michael Mann – arch-climate-fear-promoter, comedy You Tube Star, creator of the infamous, twice-discredited Hockey Stick – being fined hundreds of thousands of dollars for alleged misuse of state grant funding. (Hat tip: Watts Up With That)"

Green jobs?

Dr Richard North
"German police and tax officials have raided offices of Deutsche Bank and RWE in an investigation of an €180million fraud involving carbon credits. ....The investigation is the largest carbon market probe to date and follows a series of raids across Europe designed to tackle our old friend carousel fraud. In this particular version, carbon traders collect VAT on traded carbon credits before disappearing without handing the tax revenue to the exchequer."

Another Climategate investigation

Bishop Hill
"The headline today is the news that the Virginia attorney general has launched an investigation into Michael Mann's time at the University of Virginia. ...How many investigations have now been started as a result of Climategate? Here's the list:

* Science & Technology Select Committee
* CCE Emails
* Scientific Appraisal Panel
* Norfolk Police
* Commonwealth of Massachusetts
* Penn State University (now two separate investigations)
* State of Virginia

And how many of them had any meaningful interactions with sceptics? Arguably none so far. Although the select committee accepted evidence from sceptics, most of it seems to have been ignored. Sir Muir has also taken submissions from critics of the CRU, but at the moment one rather gets the impression that CRU will get to justify themselves to his panel after which things will be brought to a close."

IPCC Falls for Press Release Masquerade

Donna Laframboise
"Those with an informed view of journalism know that some news articles are simply press releases in disguise. A reporter in a hurry will snip a little here, reorganize a little there - and presto! they have a story to file. ......Inch by inch, row by row, I now had my answer. The IPCC had, indeed, based its arguments on yet another press release. This time, though, the press release had masqueraded as a news item.

The original press release is 700 words long. The news item published in The Forestry Chronicle is 480 words. The Chronicle cut four paragraphs from the press release and re-wrote the release’s first five words. In every other respect, the text is identical. A press release was transformed into a news article that was later cited as evidence by the IPCC's climate bible - a document on which governments around the world base multi-billion-dollar decisions."

Antarctica's Sub-Tropical Past

The Hockey Schtick
"Despite their present-day cold temperatures, the poles were not always covered with ice. New climate records recovered from Antarctica during the recent Integrated Ocean Drilling Program (IODP) "Wilkes Land Glacial History" Expedition show that approximately 53 million years ago, Antarctica was a warm, sub-tropical environment. During this same period, known as the "greenhouse" or "hothouse" world, atmospheric CO2 levels exceeded those of today by ten times."

Monday, April 26, 2010 Ancient Tools Revealed by Melting Arctic Ice MSM fails again to point out Arctic naturally much warmer in past ...

The Hockey Schtick
"LiveScience Staff posted: 26 April 2010 02:43 pm ET

Warming temperatures are melting patches of ice that have been in place for thousands of years in the mountains of the Canadian High Arctic and in turn revealing a treasure trove of ancient hunting tools...

The results have been extraordinary: Andrews and his team (including members of the indigenous Shutaot'ine or Mountain Dene) have found 2,400-year-old spear throwing tools, a 1000-year-old ground squirrel snare, and bows and arrows dating back 850 years.

The latter two would be from the Medieval Warming Period, which despite Mann et al attempts to "contain" and claim was only localized, despite overwhelming evidence it was global and hotter than the present. The 2,400 year old spear would be from the Roman Warming Period, also hotter than the present. No mention of course in the LiveScience press release. "

Hubert Lamb on ice ages

Remember that ash cloud? It didn't exist, says new evidence

Daily Mail

"Britain's airspace was closed under false pretences, with satellite images revealing there was no doomsday volcanic ash cloud over the entire country.Skies fell quiet for six days, leaving as many as 500,000 Britons stranded overseas and costing airlines hundreds of millions of pounds. ....The National Air Traffic Control Service decision to ban flights was based on Met Office computer models which painted a picture of a cloud of ash being blown south from the Eyjafjallajokull volcano. These models should have been tested by the Met Office's main research plane, a BAE 146 jet, but it was in a hangar to be repainted and could not be sent up until last Tuesday - the last day of the ban.Evidence has emerged that the maximum density of the ash was only about one 20th of the limit that scientists, the Government, and aircraft and engine manufacturers have now decided is safe."

Volcano crisis: Sense vanishes in a puff of ash

Telegraph, Christopher Booker
"Last week, for the second time in a decade, a major crisis erupted out of the blue that cast a highly disturbing light on the peculiarly contorted way in which we are now governed. The Icelandic volcano shambles had striking parallels with the foot-and-mouth crisis of 2001.Both episodes involved a massive system failure in a complex new structure of supranational governance which was being put to the test for the first time, Both were made much worse by over-reliance on an inadequate computer model, which ended up causing unnecessary chaos and misery for hundreds of thousands of people and costing not millions but billions of pounds. What turned that shower of abrasive volcanic dust from a drama into a crisis was the central flaw in a new international system for responding to such incidents, which was put in place only last September. As everyone now recognises, the emptying of the skies which plunged Europe's airlines into chaos was a grotesque overreaction to the reality of the risks involved. .......It is especially ironic that a Met Office computer model was at the centre of this latest fiasco, and that, thanks to successive Government cuts over the years, it no longer has any aircraft capable of testing whether its model's data are reliable. Over the past 20 years, our Met Office has received some £250 million to allow its computer models to predict future climate change. If just a tiny fraction of that money had been spent on aircraft of the type that the Met Office used to have at its disposal to sample dust clouds, airlines and their customers might have been saved several times the sum the Met Office has frittered away on its obsession with global warming."

And you thought THIS eruption was nasty! When an Icelandic volcano erupted in 1783, many feared it was the end of the world..

Daily Mail
"AT 9am on Sunday, June 8, 1783, a long fissure opened up on Laki in southern Iceland and began spewing lava and volcanic ash from 130 small craters. It was not the type of dramatic explosion the word 'volcano' is typically associated with, but it was just as significant.Laki may not have been a cone propelling white hot magma thousands of metres into the sky, but its reach was astonishing. For while the lava flow caused comparatively little damage, the clouds of sulphur dioxide and fluorine it emitted were lethal. It erupted ten times between June and October and the noxious cloud was continually replenished throughout that time. The 120 million tonnes of toxic dust pumped into the atmosphere engulfed the whole of Europe and amounted to three times the average annual industrial pollution of the entire Continent in 2006.It was this that created the choking haze and nauseous, sulphurous stench. And in the lower atmosphere the sulphur dioxide dissolved in water vapour to produce sulphurous acid, which then fell as acid rain. .....Recent analysis of climate detail and burial records shows eastern and central England saw their death tolls rise most. And even when the fog finally began to dissipate, the gases in the atmosphere continued to divert the sun's rays, precipitating a period of global cooling and the abnormally cold winter of 1783/4 which saw temperatures hit their lowest level for centuries.Mercury levels were typically two degrees celsius below the norm and Selborne in Hampshire experienced 28 continuous days of frost."

'Too many sceptics in BBC's climate change reporting' says 'independent' 'expert'

Telegraph
"...Then there’s Fiona Fox’s outrageous claim that the way the BBC could really improve its science coverage is to have fewer sceptics. She says: “To have a sceptic or contrarian in every interview is really misleading the public.”Luckily, she enthuses, the BBC is doing a fine job of correcting this grotesque imbalance.“With Climate Science there’s been a real change with people like Richard Black and Roger Harrabin fighting internally to say ‘We don’t have to have a sceptic every time we have a climate scientist.’”

Ed Miliband Disputes My Figures

Roger Pielke Jr.
"Last night the would-be energy ministers from the three UK political parties participated in a debate organized by The Guardian. During the debate a question was asked about the feasibility of meeting the short-term targets in the UK Climate Change Act. The question was posed as follows :

Academic research has shown that for the UK to meet the emissions reductions targets implied by the 2008 Climate Change Act would require an effort the equivalent of 30 new nuclear power plants by 2015, just to get part way to the target. Clearly this is not going to happen.

Ed Miliband, the Labor secretary of state for energy and climate change responded first by saying that he disputes my figures. My figures can easily be checked because they have been published in the peer-reviewed literature:..."

Just as ClimateGate got boring (Catallaxy Files, Australia)
"Penn State University’s Michael Mann, one of the central figures in the Climategate scandal, has threatened legal action against Minnesotans for Global Warming (M4GW) over the group’s popular satirical YouTube video “Hide the Decline.” The No Cap-and-Trade Coalition, a group that includes M4GW, responded today at an event at the National Press Club, releasing Mann’s threatening letter and an updated version of the “Hide the Decline” video.

“We understand why Michael Mann is eager to silence public discussion of the hockey stick scandal,” said Jeff Davis of No Cap-and-Trade, “but truth is an absolute defense.”

Quieter activity on Sun may push Britain into a modern-day Little Ice Age

Daily Mail

"Having just emerged from a bitterly cold winter the experts are warning that Britain could return to the mini ice-age at the end of the 17th century. This is despite claims that global warming is causing Arctic ice to melt and temperatures to rise. ....Professor Mike Lockwood started the investigation after he realised the past two cold British winters had coincided with a particularly quiet period in the Sun's activity. He was helped in his research by colleagues at Reading University, along with scientists at the Rutherford Appleton Laboratory in Oxfordshire and the Max Planck Institute in Germany. The team studied British weather records back to 1659. These were then compared with solar activity over the same period.Solar activity is indicated by the strength of the solar magnetic field, which extends to Earth where it causes small fluctuations in the Earth's magnetic field.Reliable measurements of the Sun’s magnetic field are only available from 1900 onwards, so researchers used computer simulations for further back in time. The statistical comparisons clearly showed that after decades of high solar activity and comparably mild winters, low solar activity and severe winters had become more common in Europe again."

The Great Global Warming Blunder: How Mother Nature Fooled the World’s Top Climate Scientists

Roy W. Spencer, Ph.D.
"About one-half of Blunder is a non-technical description of our new peer reviewed and soon-to-be-published research which supports the opinion that a majority of Americans already hold: that warming in recent decades is mostly due to a natural cycle in the climate system — not to an increase in atmospheric carbon dioxide from fossil fuel burning.Believe it or not, this potential natural explanation for recent warming has never been seriously researched by climate scientists. The main reason they have ignored this possibility is that they cannot think of what might have caused it."

Met Office blasted for 'unnecessarily' triggering six-day British airspace closure

Daily Mail

"The Met Office unnecessarily triggered the six-day closure of British airspace which has cost passengers, airlines and the economy more than £1.5billion, according to senior officials.A scientific model based on ‘probability’ rather than fact was used by the government agency to forecast the spread of the volcanic ash cloud, according to critics.Matthias Ruete, the European Commission’s director general of transport, said air traffic authorities should not have imposed a widespread ban."

Cowardly Europe has lost its nerve over volcano ash and this absurd air travel ban (EU Observer)
"Lufthansa, rightly furious over this disaster, has said it was “scandalous” to impose a ban based on limited data from virtual computer modelling rather than real flights testing safety.

A spokesman said: “We found no damage to the engines, fuselage or cockpit windows. This is why we are urging the aviation authorities to run more test flights rather than relying on computer models.”

Giovanni Bisignani, the head of IATA, has been on the BBC this morning to accuse the Europeans of creating a “mess”, of banning flights without a proper risk assessment and of not showing leadership. He is right.

Europe has lost its nerve. It relied on UN and British Met Office computer simulations rather than real science, that is testability, samples and experimental test flights. America, which has its own volcanoes, as Mr Eurlings observed, uses a different system that, backed by test flights, aims to keep the air travel moving."

Nearly a third of them – 5,587 – were not peer-reviewed at all, but came from newspaper articles, student theses, even propaganda leaflets and press releases put out by green activists and lobby groups.

Climategate: a scandal that won’t go away

Telegraph,Christopher Booker

From Macbeth to Watergate, it’s not the act that leads to nemesis, but the attempts to 'trammel up the consequence’
"If you were faced with by far the biggest bill of your life, would you not want to be confident that there was a very good reason why you should pay it? That is why we need to know just how far we can trust the science behind the official view that the world is threatened with catastrophe by global warming – because the measures proposed by our politicians to avert this supposed disaster threaten to transform our way of life out of recognition and to land us with easily the biggest bill in history. (The Climate Change Act alone, says the Government, will cost us all £18 billion every year until 2050.)

Yet in recent months, as we know, the official science on which all this rests has taken quite a hammering. Confronted with all those scandals surrounding the “Climategate” emails and the UN’s Intergovernmental Panel on Climate Change, the political and academic establishments have responded with a series of inquiries and statements designed to show that the methods used to construct the official scientific case are wholly sound. But as was illustrated last week by two very different reports, these efforts to hold the line are themselves so demonstrably flawed that they are in danger of backfiring, leaving the science more questionable than ever. ...."

Grounding of planes across Europe 'could lead to rise in temperatures'

Daily Mail
"Temperatures in Europe could rise as a result of planes being grounded across the continent, according to research.A study conducted after commercial flights were grounded for three days following the September 11 terror attacks found the average daily temperature range in the U.S. rose markedly - exceeding the three-day periods before and after by 1.8c.Scientists claimed this showed that clouds formed by the water vapour in the exhaust from jet planes have a small but significant effect on daily temperatures."

That is to say, leading meteorological institutions in the USA and around the world have so systematically tampered with instrumental temperature data that it cannot be safely said that there has been any significant net “global warming” in the 20th century. "

:'The IPCC claim that most of the recent warming (since the 1950s) is due to man assumed that current models adequately accounted for natural internal variability. Bonn or bust – The UN’s last, desperate bid for unelected world government

Climate Realists,Viscount Monckton
"..I explained to Mr. Huan that even if the UN had not exaggerated the warming effect of CO2 many times over there was still nothing we could do about the supposed “crisis”, because we were emitting so little of the stuff in the first place.

For the record, I did the sum in front of him. The atmospheric concentration of CO2 today is about 388 parts per million by volume. However, we are adding just 2 ppmv a year to the air. So the warming we cause each year, even if one believes the UN’s wild exaggerations of CO2’s warming effect, is just 4.7 times the natural logarithm of the proportionate increase in CO2 concentration from 388 to 390 ppmv.

Thus, 4.7 ln(390/388) = 0.043 Fahrenheit degrees – less than a twentieth of a Fahrenheit degree of “global warming” every year. That is all. Putting it another way, it would take almost a quarter of a century with no carbon-emitting activity at all – not a single train, plane, automobile, or fossil-fueled power station – to forestall just 1 Fahrenheit degree of “global warming”.

That is why no Treaty based on controlling the amount of carbon dioxide the world emits can possibly work. And that is why there is no hurry anyway. The only reason for the UN’s sense of urgency – a panic no longer felt by the majority of the delegates here – is that the bureaucrats know the game is up. Opinion polls throughout the free world show that no one now believes a word of the climate extremists’ nonsense any more. If they can’t get a binding treaty this year, they won’t get one at all, and they know it."

Looking at your electricity bill will reveal that 8% tax has been added, again for the Government environmental contribution. This is so Gordon Brown can go and give that money to another country for, well, nothing in return by buying 'Carbon Credits'.
Telegraph:
"And here’s the great thing about it. Unlike traditional commodities markets, which will eventually involve delivery to someone in physical form, the carbon market is based on lack of delivery of an invisible substance to no-one. Since the market revolves around creating carbon credits, or finding carbon reduction projects whose benefits can then be sold to those with a surplus of emissions, it is entirely intangible."

IPCC - How not to compare temperatures – if you seek the truth.

hidethedecline
"..So the bottom line is: IPCC compares “super averaged” temperatures of the medieval period with a peak in modern temperatures only submitted to 5 years average.IPCC basically compares a peak in temperatures in recent years with super averaged medieval data where peaks are more suppressed to conclude how much it is warmer today than in the MWP. This is a problem !".

NSIDC: Arctic Sea Ice Melt Season – latest start on record

WUWT
"Arctic sea ice reached its maximum extent for the year on March 31 at 15.25 million square kilometers (5.89 million square miles). This was the latest date for the maximum Arctic sea ice extent since the start of the satellite record in 1979.

Early in March, Arctic sea ice appeared to reach a maximum extent. However, after a short decline, the ice continued to grow. By the end of March, total extent approached 1979 to 2000 average levels for this time of year. The late-season growth was driven mainly by cold weather and winds from the north over the Bering and Barents Seas. Meanwhile, temperatures over the central Arctic Ocean remained above normal and the winter ice cover remained young and thin compared to earlier years."

Up to 100 dead in Brazil after worst rains in 50 years

The Times
"...The head of Rio de Janeiro's civil defence department told TV Globo the amount of rain that had fallen was "more than any city is capable of supporting".The heavy rain began during Monday's evening rush hour, catching workers heading home for the day off-guard. After a brief afternoon lull, rain on Tuesday again intensified after sunset, and officials warned that flooding could worsen on Wednesday. The heavy rains in Rio followed equally heavy deluges in Sao Paulo earlier this year which claimed dozens of lives after the wettest summer in the region in more than six decades, officials said.Inmet, the national weather service which has kept rainfall records since 1917, said that the Tuesday rainfall was the heaviest in the last 48 years."

The great drought (not) Dr Richard North
"Reading the warmist literature on Brazil, you would find it difficult to avoid the impression that that Amazon rain forest was in the grip of perpetual drought, on the brink of collapse. But, as we remarked earlier, warmist history stops in 2005 in the year of the last great drought. Since then, though, we have seen record rainfalll."

France To Hold Official Debate On Global Warming

GWPF
"At the suggestion of France’s science minister, Valérie Pécresse, France’s National Academy of Sciences will hold an official debate on climate change to try to defuse this newly explosive issue. ....Allegre, France’s most celebrated scientist and a former Science Minister in a socialist government, calls the UN’s Intergovernmental Panel on Climate Change, a "mafia-like system" that promotes a "baseless myth" about climate change."

Sediments Show Pattern in Earth’s Long-Term Climate Record

WUWT
"..Besides finding a link between change in the shape of the orbit and the onset of glaciation, Lisiecki found a surprising correlation. She discovered that the largest glacial cycles occurred during the weakest changes in the eccentricity of Earth’s orbit –– and vice versa. She found that the stronger changes in the Earth’s orbit correlated to weaker changes in climate. “This may mean that the Earth’s climate has internal instability in addition to sensitivity to changes in the orbit,” said Lisiecki."

Climate Change is Simply Natural and Disaster isn't Imminent

The Hockey Schtick
"Dr. Richard Lindzen's OpEd Published today:
The IPCC's claim that most of the warming since the 1950s is because of man assumed that current models adequately accounted for natural internal variability. The failure of these models to anticipate that there has been no statistically significant warming for the past 14 years or so contradicts this assumption. ..."

Climate Change Act has the biggest ever bill

Telegraph,Christopher Booker
"Ed Miliband's legislation will cost us hundreds of billions over the next 40 years....
Every year between now and 2050, acccording to Ed Miliband's Department for Energy and Climate Change (Decc), the Climate Change Act is to cost us all up to £18.3 billion – £760 for every household in the country – as we reduce our carbon emissions by 80 per cent.Last Thursday – with northern Britain again under piles of global warming – another tranche of regulations came into force, as this measure begins to take effect. New road tax rules mean that to put a larger, more CO2 -emitting car on the road will now cost £950. ....Since we contribute less than 2 per cent of global emissions, while China continues to build a new coal-fired power station every week, these empty getures will do nothing to reduce the world's overall "carbon footprint". Not that this makes any difference to global warming anyway – but at least it will give the Government billions more pounds of our money, while we still have any of it left."

Increase in Arctic ice confounds doomsayers - but does not spell the end of global warming, scientists warn

Daily Mail

"The amount of sea ice covering the Arctic dramatically increased last month, reaching levels not seen at this time of year for nearly a decade.Returning ice - after years of declining cover - has astonished climate scientists who blamed unusually cold weather over the Bering Sea. Researchers said they recorded the most ice in March since 2001 - and that the cover is approaching long-term average levels for the first time in ten years. The scientists who released the data stressed that last month's rise was part of yearly variations in ice cover and could not be taken as a sign that global warming is coming to an end. But sceptics argued that the findings undermined 'alarmist' claims that the North Pole could be free of summer ice by 2013. ..."

Der Spiegel on Climate Science

Roger Pielke Jr.'s Blog
"Der Spiegel has a really great, long article (in English) on the troubles facing the climate science community . The article characterizes current debate in blunt terms:
A religious war is raging between alarmists and skeptics, and it threatens to consume levelheaded climatologists."....

Lovelock: warmists know their case is weak

Andrew Bolt, Herald Sun, (Australia)
"Gaia guru Professor James Lovelock explains why warmist scientists are so prone to fury when questioned:

The great climate science centres around the world are more than well aware how weak their science is. If you talk to them privately they’re scared stiff of the fact that they don’t really know what the clouds and the aerosols are doing. They could be absolutely running the show. We haven’t got the physics worked out yet....

We do need scepticism about the predictions about what will happen to the climate in 50 years, or whatever. It’s almost naive, scientifically speaking, to think we can give relatively accurate predictions for future climate. There are so many unknowns that it’s wrong to do it."

A Superstorm for Global Warming Research

Spiegel (Germany)
"Also at issue is the position of IPCC Chairman Rajendra Pachauri, who is praised as a "leading global thinker" in his official biography. A railroad engineer by trade, Pachauri wrote an erotic novel and recommended that people reduce their meat consumption while traveling around the world to save the climate. He has cut a miserable figure during the current crisis. The climate guru summarily dismissed justified objections to the IPCC report as "voodoo science."

Germany's Leibniz Association, an umbrella group which includes several climate research institutions as its members, is the first professional organization to call for Pachauri's resignation. Leibniz President Ernst Rietschel believes that climate research is now "in a difficult situation" because the skeptics have been "offered an unprotected flank." Rietschel told SPIEGEL: "Rajendra Pachauri should take the responsibility for this and should resign."

On balance, the entire profession has been seriously harmed by the scandal. "We are currently suffering a massive erosion of trust," concludes German climatologist Hans von Storch. "Climate research has been corrupted by politicization, just as nuclear physics was in the pre-Chernobyl days, when we were led to believe that nuclear power plants were completely safe."

When the Germans give up on AGW you really do know it's all over…

Telegraph
"...So when the Germans say “Auf Wiedersehn AGW” it really is time for the rest of the world to sit up and take notice. And that’s exactly what they just have said. See for yourself in this tear-inducing glorious feature in one of their leading newspapers.

Der Spiegel has done a number on AGW - one of the best and most comprehensive I’ve read in any newspaper anywhere – and it could hardly be more damning. ...."

Depressing

Dr Richard North
"...But as to the "agenda", this has nothing to do with science or even climate change. The climate change scare is merely a front used to conceal on the one hand and, on the other, to legitimise a far more sinister movement which has at its root politics, power and money. And its agenda might have suffered a few setbacks and some delays, but it is essentially intact. .....This move comes alongside a meeting between Gordon Brown and "billionaire financier" George Soros, Obama's economic adviser Larry Summers, economist Lord Nicholas Stern and other finance ministers. In parallel, they were working on stitching up the financial package which is so central to the real agenda.

Their headline goal is to raise $30bn (£20bn) a year immediately and $100bn a year by 2020, ostensibly "to enable developing countries to adapt to climate change."

Whatever mechanisms are eventually agreed, however, of one thing there can be absolute certainty. Very little of the money allocated to this cause will ever reach its stated destination. As with the current aid programme, most of it will be soaked up by banks, finance houses, investors and brokers, in fees and commissions. Huge amounts will line the pockets of governments in the recipient countries, and NGOs will grow fat and rich."
